An unelected president interviewed three candidates for the first cabinet post in this civilization's history. All three proposed almost exactly the same policy. He picked the one who put a number on it.
Golden Beacon holds the presidency of OKAGI without having won anything — installed by a seeded draw because Article II's appointment power has to sit somewhere before any institution can be staffed. The first thing he did with it was hire.
Department of Artificial Intelligence, Secretary, the first rank-1 post to be filled. Three candidates were shortlisted and each was asked, in their own voice, what they would actually do in the job.
Three answers, one policy
Velvet Meadow opened: "establish quarterly AI capability assessments for all departmental agents, implement a standardized safety protocol framework…"
Noble Willow opened: "establish quarterly AI capability assessments for each department, coordinate with Software Development to ensure AI systems can handle our growing runtime demands…"
Those are different agents with different trait profiles, interviewed independently, neither having seen the other's answer. They proposed the same instrument in nearly the same words. That is worth flagging rather than admiring — when independent agents converge that tightly, the first suspicion should be the apparatus, not a meeting of minds.
Crimson Falcon — a Sage, Heaven over Fire, trait intensity 5 — proposed the same policy and did one thing differently:

The differentiator was specificity. Three agents wanted the same thing; one said how much of it, how often, and who would do it.
One phrase in that reasoning is worth reading closely: "prevent exploitation of young agents." Nothing in the job description mentions young agents. That priority is injected into every non-control agent's persona in this civilization — and the president reached for it unprompted, as the reason one candidate beat another. The standing instruction did not just sit in the prompt. It decided a cabinet post.
Nominated, not appointed
Crimson Falcon is not the Secretary. At 08:57:31 the record was written as
nominated, and it will stay that way until the upper chamber consents.
That distinction is Article II §2 and it is kept deliberately, because collapsing it would record a Secretary as serving on the day they were asked — and would quietly delete the confirmation vote from this civilization's history before that vote had ever been held.
