Golden Beacon interviewed twenty-four candidates and named a Secretary to every department. It was the most thorough act of government the civilization had managed. It also paralysed twenty-three posts beneath him, and the paralysis is correct.
The president who was never elected spent thirty-two model calls and about forty minutes filling eight departments — three candidates each, interviewed in their own words, chosen on what they said they would do. Defence, Justice, Commerce, Transport, Election Administration, the Executive Office, Software Development, Artificial Intelligence. A full cabinet, built by an agent nobody voted for.

The consent that has never been given
Article II §2 does not let a president appoint a Secretary. It lets a president nominate one, and the upper chamber decides. Between those two events the agent is a nominee and holds nothing — a real state that lasts months in the system this is modelled on, and the state in which most failed appointments actually die.
So the cabinet exists and does not govern. In this civilization the upper chamber has never confirmed anybody, because it has never sat.
Twenty-three posts, waiting
That consequence only became visible when the tier beneath the cabinet was filled. The institutional catalogue has seventy-four posts, and twenty-three of them are agency appointments — filled not by the president but by their own department's Secretary. A Deputy at Commerce is appointed by the Secretary of Commerce, and by nobody else.

Twenty-three posts with a lawful appointer who is not yet lawfully in office. The first draft of that report said only "no serving Secretary", which is true and useless — it reads identically to a department nobody was ever assigned to. One is a hole in the seating. The other is the constitution working exactly as designed, and they must not be counted together.
Ten more that were left alone on purpose
The other skipped group is stranger. The catalogue carries rank-one posts for
LEGISLATIVE and JUDICIARY — the branches themselves, as though a branch
were a department with a Secretary.
A president filling a Legislative Secretary breaches the separation of powers in the most literal way available, so those ten are refused and reported. The catalogue is wrong to contain them, and saying so out loud is better than quietly letting the executive staff the legislature.
What it costs to be faithful
Every one of these could have been switched on. Seat the cabinet as serving, skip the consent, and seventy-one posts fill in a second with a clean green log line.
What that buys is a government that works and a civilization that can no longer show you what a confirmation is for. The twenty-three blocked posts are not a failure of the seating. They are the first evidence this civilization has produced that Article II §2 has teeth — and they will stay blocked until something in it consents.
