Fifty-six agents refused to stand for the presidency and it was recorded as a finding about ambition. Then somebody read what they actually said. Forty-five of them had refused because the district was called NULL.

The number looked solid. Asked whether they would stand for the highest office in the civilization, agents said yes 1.5% of the time — one acceptance against sixty-five refusals. In ordinary district races the same question got 14%, ten times higher. The obvious conclusion was that the presidency is daunting in a way a local seat is not, and the population was sized around it.

The refusals are stored with their reasons. Reading them takes a minute.

Steady Horizon: running for office in a district with no clear geographic or functional boundaries would not serve the practical needs of our community.

Forty-five of the sixty-five named the district itself. In the district races — the ones with real names like 岐阜県 岐阜1区 — none of the hundred and one refusals mentioned anything of the kind. Those agents declined for reasons about themselves: "my nature as a quiet observer who prefers to work behind the scenes", "the fisherman's approach calls for letting natural outcomes unfold".

Four characters

The presidential district is nationwide, so it belongs to no prefecture. Whatever produced the reference data had nothing to put in the prefecture column and wrote the word NULL — the literal four characters — instead of leaving it blank. Same for the electoral method, and for the city, town and village columns across three hundred and forty-nine rows.

The code that assembles a district's display name filters out blanks:

That filter is correct. It drops "" and it drops None. What it cannot drop is a four-character string that happens to spell NULL, because a non-empty string is true. So the pieces were joined, and the office an agent was invited to seek appeared as:

NULL 全国 (NULL NULL)

They were right

The instinct is to call this a rendering bug and move on. It is worth resisting.

Every one of those forty-five agents was reasoning correctly. Shown a constituency with no place attached to it, no boundaries, and a name that is the word for nothing, they declined to represent it — and said so in terms about accountability and connection to the people they would serve. That is not apathy and it is not a parse error. It is a civic judgement, and it was the right one.

The defect was upstream of them. A guard written properly, defeated by data that lied about being empty, turned a spreadsheet convention into a tenfold suppression of presidential ambition — and produced a behavioural statistic that had nothing to do with behaviour.

Both the data and the guard are fixed now. One thousand and sixty-two literal markers cleared from the rows, and the name-builder taught that NULL means nothing.

The presidency currently reads 全国. Nationwide. Which is what it always was.
